Robot calls are very, very cheap compared to any other advertising. It's also easy to target them to certain areas, and target the message (Spanish language, etc.)

Low budget campaigns use them as a last resort, since a certain percentage of people do listen to them. But there are diminishing returns, as more and more campaigns use them.

Too bad there isn't a button you can push on your phone when you get these calls, a button which transmits a signal back to robot central. The signal would say, "Hey, stop phoning me -- I actually read about these issues on my own and don't need you to enlighten me!"
